评价单位简介Brief Introduction On Assessment Agent
中国人民解放军后勤工程学院环科所是具有国家甲级评价证书单位，曾多次被评为全国优秀环评单位，曾在国内重庆、四川、广东、安徽、辽宁、广西、贵州、甘肃等地，承担过大型石化企业的环境影响评价工作，同时该单位具有完整的分析测试仪器，获得环评上岗的人员近50人，近一半人通过了环评工程师职业考试。具有十分丰富环境影响评价工作经验。
Environmental Protection Science Research Institute of PLA Logistical Engineering University has been chosen as “National Excellent Unit in Environmental Impact Assessment(EIA)” many times with a national Class-A rating certificate which bore the environmental impact assessment work of large-scale petrochemical enterprises in domestic areas such as Chongqing Sichuan Guangdong Anhui Liaoning Guangxi Guizhou Gansu and some other places. This unit also has a set of complete analytical testing equipment and nearly 50 people qualified for the environmental impact assessments with nearly half having passed the EIA engineer professional examinations. Our unit has a very rich experience in environmental impact assessment.
中石化集团宁波工程有限公司，也是一家具有国家甲级评价证书单位，对于石化工程的设计和评价具有十分丰富的经验。两单位过去曾有多次的紧密合作，从而保证环评工作顺利开展。
SINOPEC Ningbo Engineering Co. Ltd. is also a unit possessing a national Class-A rating certificate which has a very rich experience in design and assessment of petrochemical projects. Two units had a number of close cooperation in the past so as to ensure smooth implementation of the EIA work.
9.3 评价工作的技术保证措施Technical Assurance Measures of Evaluation Works
(1) 有完整的质量保证体系按ISO9000的要求进行质量管理。

(2) 评价人员有丰富的经验，熟悉环保政策和法规，熟悉环保管理程序。
The evaluation personnel should have a rich experience be familiar with the environmental policies and regulations and be familiar with the environmental management procedures.
(3) 形成三级管理制度(评价室、所总工办、所长、三级审核)。

(4) 监测单位计量和监测证书齐全，采样和监测分析方法按国家规范要求进行，仪器和设备在有效质量保证期范围，使监测数据符合规范要求。
